About this scholarship
Pennsylvania's Fostering Independence Tuition Waiver (Act 16 of 2019) waives tuition and mandatory fees — including application fees — for youth who were in foster care. All Pennsylvania public, private, community, and state-related colleges must award the waiver.
Who can apply
Youth who are or were in foster care in Pennsylvania. The waiver is available for up to five years or until age 26.
Every scholarship in this directory is exclusively for current or former foster youth. Read the sponsor’s own eligibility rules before you start — they decide who qualifies.
How to submit your application
